May 16, 2007 – Today at the customs station "Kalzhat" on the border of RK and PRC there has been held a solemn opening ceremony of cargo customs clearance warehouse (temporary storage warehouse) with participation of representatives from PRC Ambassy in RK and RK Ministries and Agencies, Administrations of the region and district Akimats, customs, frontier, transportation and other services.

Kazakhstan, a country with unique transit potential, reveals new opportunities of Great Silk Way, connecting the countries of the East and the West. In the Message to the People of Kazakhstan devoted to the joining of our country to the world top 50 competitive countries, the President of RK Nursultan Nazarbayev declared that "we will continue implementation of bilateral agreements with the Peoples Republic of China regarding economic and political cooperation. Kazakhstan proceeds from the fact that there is no alternative to mutually beneficial relations with this dynamically developing country".

The fact of constant increase of goods turnover volume between the neighboring countries which pursuing the plans will reach 17 mln. tons per year serves as a confirmation to the words of our nation’s head.

Taking into account tense situation and obvious insufficiency potential of cargo transit through functioning check-points on the border with PRC and the plan of the RK government on construction of a large-scale transnational road-transport project, creation of travel corridor en-route Western Europe – Russia – Kazakhstan – China, with the length of., in which Kazakhstan component makes more than., Astana Finance Company commenced the implementation of the grand project on developing infrastructure for cargo transportation service on the border of our countries in accordance with the international standards. Construction of temporary storage warehouse "Kalzhat" in cooperation with Asia Logistic Company has become the pivot of the project.

Presently there function five check-points on the border with PRC: "Korgas", "Dostyk", "Maikapshagai", "Bakhty", and "Kalzhat". When it is considered that check-point "Korgas" now has difficulties with the speed of automobile cargo registration procedure, check-point "Dostyk" works only with railway transportation, and "Bakhty" and "Maikapshagai" have no temporary storage warehouse at all, putting into operation of temporary storage warehouse "Kalzhat" and further construction of transport-logistic centers will allow to significantly increase the volume of import-export automobile and rail-way freight traffic between the Republic of Kazakhstan and PRC, between the countries of South-Eastern Asia and European countries.

Asia Logistic Company in cooperation with Astana Finance plan to invest nearly 25 mln. USD in temporary storage warehouse "Kalzhat" and develop infrastructure complying with international requirements. It is supposed that the investment amount may increase by several times as the time goes on depending on expected perspectives. In particular it is planned to construct "A" class warehouse premises, equipped with modern telecommunication means, weighting devices, system of intrusion protection and a height adjustable ramp and surrounded by large developed area with parking places for 200 trucks allowing ensuring unceasing freight flow. Additionally, comfortable international class 3-star hotel will be erected, new gas stations and "Fast Food" meal stations will be put into operation in the territory of temporary storage warehouse.

Up-to date services of warehouse logistics will be offered to potential customers, namely:

• - heated warehouse premises including those equipped with standard racks and inertial rack systems;
• - necessary loading equipment and infrastructure;
• - trained personnel;
• - processing of both palleted and non-palleted cargoes;
• - processing of out-of-gage and heavy cargoes;
• - re-packing, labeling and completing of small and large shipments;
• - completing of sets and shrinking (shrink film packaging);
• - control over cargo transfer;
• - monitoring of remnants and control over ?e-supply;
• - inventory carrying out;
• - tare production.

It is also planned to create accumulating-distributing centers allowing to maintain additional processing of cargoes including completing of small and large shipments and organize utilization expired and defective goods and products.

A center of international class, temporary storage warehouse "Kalzhat", is planned to be put into operation before the end of the year 2007. This event meets the objectives of the Kazakhstan government regarding cluster development of high priority sectors of economy, particularly, in the transportation sphere special emphasis is put on construction of logistic centers in the near-border territories of our country. This logistic center will be one among the first in having high level technical equipment and personnel capacity. Further Astana Finance plans to make investments in into development of the net of similar logistic centers at the other check-points.

The implementation of this project will allow to create new working places, introduce new technologies and improve regional infrastructure.
