FITCH ASSIGNS FINAL BB+ RATING TO ASTANA FINANCES EUROBOND

Fitch Ratings-London/Moscow-22 February 2006: Fitch Ratings has today assigned a final Long-term rating of BB+ to Astana Finance B.V.s USD125 million 7.625% bond due 2009, which has been guaranteed unconditionally and irrevocably by JSC Astana Finance ("AF"). AF is rated Long-term BB+ with Stable Outlook, Short-term B, Individual D/E and Support .

AF was created in 1997 by the municipality of Astana to facilitate development finance for Astana, the rapidly growing new capital of Kazakhstan and for the surrounding Akmola region. It has since diversified geographically. AFs main businesses are lending (mainly long-term leasing, project finance and mortgage lending) and making equity investments.
